Wind power industry to be scaled up

Vietnam’s General Department of Energy and the Deutsche Gesellschaft fur Internationale Zusammenarbeit GmbH (GIZ), inked an agreement on June 12 to implement a joint project to scale up wind power in Vietnam.

By 2018, the 6.9 million EUR project will focus on three primaryfields of activity: establishing legal and regulatory frameworks forwind power development; enhancing the performance and expertise ofprivate and state actors involved in project development; and providingsupport for technological cooperation initiatives with partners inVietnam.

At the signing ceremony, DeputyMinister of Industry and Trade Hoang Quoc Vuong said Vietnam has beenactively developing renewable energy programmes, but the results havebeen below Government expectations.

Thegovernment plans to adopt greater preferential incentives to engage theprivate sector in wind energy development, he noted, hoping that withthe help of the German Government, the project would be successful.

For her part, First Secretary at the German Embassy Annette Fricksaid the project agreement demonstrated the commitment of the GermanGovernment to support the development of the renewable energy industryand wind power in Vietnam.

With years ofexperience in the field, Germany is committed to help Vietnam and itspower enterprises to solve difficulties and create a business climateconducive for investment in wind power.

According to GIZ, the fund for joint programmes in environment, energyand vocational training between Vietnam and Germany is approximately 220million EUR, about 73 percent of which, or 160 million EUR, isallocated to energy projects.

The GermanEmbassy and GIZ also hoped to work more closely with the Ministry ofIndustry and Trade and involved parties in policy and legal frameworks.

GIZ is owned by the German Federation Governmentand operates throughout Germany and in more than 130 countriesworldwide. By the end of 2013, its business was estimated at over 1.9billion EUR.

The company provides advisoryservices to the Vietnamese Government and is currently engaged indeveloping a technical and vocational education and training system forVietnam; promoting environment policy and the sustainable use of naturalresources; and supporting the expansion of renewable energy sourcessuch as wind, solar and bio energy.-VNA
