Vietnamese community in Laos pays tribute to former Lao leader

Vientiane (VNA)♌ – A delegation comprising representatives from the Embassy of Vietnam, affiliated agencies, and the Vietnamese community in Laos, led by Ambassador Nguyen Minh Tam, on April 5 paid tribute to Khamtay Siphandone, former President of the Lao People’s Revolutionary Party (LPRP) Central Committee and former President of the Laos.
After the tribute-paying ceremony, Tam wrote in the condolence book, expressing his profound sorrow and describing Khamtay Siphandone as an outstanding leader of the Lao people and a steadfast revolutionary who devoted his whole life to the cause of national independence, the happiness of the people, and the country’s prosperity.
He emphasised that General Khamtay Siphandone’s passing is not only a tremendous loss to the Party, State, armed forces, and multi-ethnic people of Laos, but also to the Vietnamese Party, State, armed forces, and people. He stressed that Vietnam has lost a great friend and a cherished comrade who played a crucial role in fostering and strengthening the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.
The same day, a delegation from the Office of the Vietnamese Defence Attaché in Laos also paid their respects to the former Lao leader and signed in the condolence book, reaffirming the close bonds between the armed forces of both countries and the enduring legacy of the Vietnam–Laos combat alliance./.
The Vietnamese Government leader expressed sorrow over Khamtay Siphandone's passing, stressing that this is an immense loss to the Lao Party, State, and people.
Long assessed that comrade Khamtay Siphandone played an extremely important role for the Lao Party, State, and people, as well as for the Vietnamese people. He held key responsibilities across multiple fields, particularly in the military, and made significant contributions to the development of the LPRP, as well as the establishment of the Lao People's Army.
Together with Presidents Ho Chi Minh, Kaysone Phomvihane and Souphanouvong, President Khamtay Siphandone, and leaders of the two countries have laid a strong foundation and wholeheartedly nurtured the Laos-Vietnam special solidarity, making it an exemplary, faithful, and pure relationship that is rare in the world.
The trip will be made at the invitations of Chinese Premier Li Qiang and WEF President and CEO Børge Brende, according to an announcement from the Ministry of Foreign Affairs.
Long spoke highly of the dynamic, positive, and comprehensive development of Vietnam – Russia relations in recent years. He affirmed that the Vietnamese Party and State place great importance on further strengthening the comprehensive strategic partnership with Russia in a substantive and effective manner, in line with the development needs of both nations.
At the conference, participants reported that the Government has so far issued 28 decrees on the delegation of responsibilities and powers between the central Government and two-tier local administrations. Several localities have already piloted the new governance model.

Under the official dispatch signed on June 20, ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees are requested to concentrate efforts on implementing core measures to ensure the smooth operations of the new administrative framework.
