Hanoi (VNA) – The commitment to net-zeroemissions by 2050 Vietnam announced at the 26th United Nations Climate ChangeConference (COP26) is a premise for the country to affirm the determination andefforts to join hands with the world in responding to climate change at the COP28that will take place in the UAE from November 30 to December 12.

Right after the COP26, the Prime Minister drastically directed ministries, sectors and localities to promptly build theirown programmes and plans to realise the country’s commitment.

The Government has set up a National Steering Committee forthe implementation of the commitment at the COP26, which is led by thePM and gathers leaders of ministries and sectors.

Last year, the committee convened three sessions and some extraordinary ones to discuss pressing issues.

The Ministry of Natural Resources and Environment (MoNRE), the standing agencyof the committee, has submitted to the Government a project on tasks andmeasures to realise outcomes of the COP26, along with a national strategy onclimate change until 2050, a national action plan on green growth in the 2021-2030period, an action plan to reduce methane emissions until 2030, and actionplans of sectors to implement Vietnam's commitments at COP26, among others.

Particularly, the ministry has submitted to the PM a national green classification list serving as a basis forclassifying projects with priority for granting green credit and issuing greenbonds.

Last year, together with the International Partners' Group (IPG), Vietnamadopted a national declaration on the establishment of the Just EnergyTransition Partnership (JETP).

This year, the MoNRE proposed to the PM a project torealise the declaration with clear tasks and responsibilities ofparticular ministries, sectors, localities and organisations, whilecoordinating with the Ministry of Finance to complete a project to develop thecarbon market in Vietnam.

At the COP27, which took place in Egypt in November 2022, Vietnam once againreaffirmed its commitment to bring net emissions to zero by 2050and clearly demonstrated its efforts in the fight against climate change. Atthe event, Vietnam submitted its second updated Nationally DeterminedContribution, which reflects the specific actions that need to be taken betweennow and 2030 in accordance with the roadmap to achieve net zero emissions and thecommitment reducing methane emissions by 30%. At the same time, Vietnamaffirmed that energy transition is a key factor for the country to achieve thegoal of net zero emissions by 2050, and called for the international community’ssupport in successfully implementing the process of energy transition, ensuringit is affordable for all.

According to the MoNRE, as an active member of the United Nations FrameworkConvention on Climate Change (UNFCCC), Vietnam will send a delegationcomprising leaders of ministries, sectors and major businesses to the COP28.

Through the COP28, Vietnam will once again show to the worldthe determination and strong efforts of the entire political system, ministries, sectors and people in realising the commitments raised at the COP26and accompanying the world in the fight against climate change, contributing to green andsustainable development of the country.

Adapting to climate change has been Vietnam's priority. Reducing greenhousegas emissions is both a responsibility and an opportunity for Vietnam to carryout green transformation and improve the competitiveness of the economy.Vietnam, within its capabilities, will prioritise implementing activities toadapt to climate change, join the international community in reducinggreenhouse gas emissions, promoting energy transition, and developing alow-carbon economy towards a circular economy. 🌌 Vietnam ramps up plastic waste recycling, reuse, treatment efforts

In 2019, Quang Ninh became one of the first localities in Vietnam to launch a province-wide campaign against plastic waste, mobilising the participation of the political system, the business sector, and the general public. Other localities—such as Hai Phong, Da Nang, Binh Duong, and Ho Chi Minh City—have also effectively implemented waste-sorting initiatives at source, along with models for plastic-free markets and urban areas.
