This is the first time Vietnam attendedsuch a conference. The country is expected to sign the Alma AtaDeclaration on principles of adjusting relations among member countriesto become an official CICA member.

The CICA conference is an open international forumthat was established in 1992 with the participation of 20 membercountries, including Russia, China and India, and 10 observercountries including the US , Japan and Ukraine andrepresentatives from the UN, the Organisation for Security andCooperation in Europe (OSCE).
