Transport ministry: Uber needs to complete business registration

The Transport Ministry has affirmed that Vietnam has not banned Uber but the company must work with ministries and agencies to complete business registration.

Hanoi (VNA) – The Transport Ministry has affirmed that Vietnam has notbanned Uber but the company must work with ministries and agencies to completebusiness registration.  

Theministry made the affirmation during a working session in Hanoi on February 14with Uber Vietnam following the ministry’s decision to reject the ride sharingfirm’s request to pilot an IT upgrade for its services.

The projectUber has sought approval for is titled “Application of information technologyin supporting the management and connection of commercial passengertransportation by contract”, which aims to enhance State management ofinformation technology-based passenger transportation, and aid future scienceand technology application projects in the transportation sector.

To receiveapproval, Uber Vietnam needs to satisfy the ministry’s conditions such as therights and responsibilities as a supplier of technological applications andtransportation services, technological application and settling complaints bypassengers.

An UberVietnam representative vowed to hold a working session with the Hanoi municipalTransport Department soon to discuss its activities in the capital city.

DeputyTransport Minister Nguyen Hong Truong said the registered fields of operationin Uber Vietnam’s initial business certification are “managerial activities”and “market research”, with no relation to any action authorised by its parentfirm Uber International Holding BV (Uber BV) based in the Netherlands.

Theauthorisation given to Uber Vietnam by Uber BV, which provides the smartphoneapplication for Uber services, is inappropriate, he said, adding that if UberVietnam is the developer of the IT component and wants to apply it, it has toadd this activity to its list of registered operations, he said.

Uberentered Vietnam in June 2014 as a foreign company operating in the countrywithout resident offices. The company has been under Government scrutiny fortax avoidance and its legality.-VNA
