Three new laws announced

The Presidential Office announced three new laws freshly adopted at the 2nd session of the 14th National Assembly last month at a press conference in Hanoi on December 12.

Hanoi (VNA) - The PresidentialOffice announced three new laws freshly adopted at the 2nd session of the 14thNational Assembly last month at a press conference in Hanoi on December 12.

They are the Law on Amendments and Supplements to Article 6 and Appendix 4 onthe list of conditional business lines of the Investment Law, the Law onProperty Auctions, and the Law on Belief and Religion.

According to Deputy Minister of Planning and Investment Dang Huy Dong, the Lawon Amendments and Supplements to Article 6 and Appendix 4 on the list ofconditional business lines of the Investment Law abolishes 20 conditional business lines in a bid to provide favourableconditions for people and businesses. Meanwhile it adds 15 others that meet thenew requirements of the State’s management of investment and businessactivities.

The law will become effective on January 1, 2017, except for regulations on thebusiness of disguised devices and software to record sound and image, as wellas those on the production, assembly and import of automobiles, which will comeinto effect on July 1, 2017.
Consisting of eight chapters with 81 articles, the Law onProperty Auctions will take effect on July 1, 2017. However, Clause 4 ofArticle 80 of the law, which regulates the collection, submission, managementand use of auction service fees in accordance with existing legal regulations,will take effect on January 1, 2017.

According to Deputy Minister of Justice Nguyen Khanh Ngoc, the law stipulatesprinciples, processes and procedures for property auctions; the rights andobligations of auctioneers and auction organisers; the settlement of violationsand procedures for the annulment of auction results and State management ofproperty auctions.

On the Law on Belief and Religion, Deputy Minister ofInternal Affairs Nguyen Trong Thua said it has nine chapters with 68 articles,stipulating the right to freedom of belief and religion, religious activitiesand religion organisations.

In the spirit of the 2013 Constitution, the law clearly affirms that the rightto freedom of belief and religion is a human right rather than a civil right,as it was described on the Ordinance on Belief and Religion before.

The law will take effect on January 1, 2018.-VNA
