Scientific workshop highlights value of Outline on Vietnamese culture

A national scientific conference highlighted the theoretical and practical values of the Outline on the Vietnamese Culture to propose measures for developing the national culture in the new era.

Hanoi (VNA) 💧– A national scientific conference on the 80th anniversary of the Outline on the Vietnamese Culture (1943 - 2023) took place at the International Convention Centre in Hanoi on February 27.

The event was connected with 63 provincial-level localities via videoconferencing. In his introductory remarks, Nguyen Xuan Thang, Politburo member, Chairman of the Central Theory Council and Director of the Ho Chi Minh National Academy of Politics said the three principles of nationalisation, popularisation, and scientification in the cultural campaign during the period prior to the 1945 August Revolution, were developed by the Party into the characteristics of “people”, “humanism” and “democracy” of the Vietnamese culture. They help to harmoniously resolve many big and complicated relations during cultural and human development. For example, what’s important is the relationship between cultural preservation and development, between the maintenance of the national identity and the enhancement of international integration, along with between tradition and modernity.

“The more deeply we are aware of the importance and judiciousness of the arguments, principles, and guidelines in the Outlines, the more necessity we realise today to inherit and promote the positive and sound values of the national culture while at the same time stepping up exchanges, acculturation, and selective acquisition of the cultural quintessence of humankind to affirm the identity and mettle of the nation during the international integration process,” he noted. He said the conference aimed to gain an insight into the scientific and historical significance as well as the everlasting values of the Outline on the Vietnamese Culture in the revolutionary cause of the Party and the nation. It focused on the outline’s theoretical and practical values, and the Vietnamese culture and people as the spiritual foundation and momentum for national development in the new period.
At the event, participants discussed the continuation of mindset reform and the improvement of the awareness of culture’s role in development; the perfection of regulations, laws and policies to facilitate cultural activities and mobilise resources for cultural and human development. Also discussed was the building of capable personnel working in culture to meet requirements in the new context, and the promotion of cultural industries and the cultural market.

In his remarks, Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed that investing in culture in a scientific and appropriate manner means investing in the development and a more sustainable integration future of the country. It is also the prerequisite for forming a culture able to inspire all people’s aspiration to dedicate to cultural promotion and effective conversion of cultural resources into the soft power of the Vietnamese culture, he went on. The official suggested some measures for institutional improvement and policy perfection, including listing the cultural sector as one of those prioritised for investment and entitled to the public - private partnership investment. This also included amending and supplementing some articles on sponsorships for culture and sports in the Law on Corporate Income Tax, and devising appropriate policies in the Law on Management and Use of Public Property to effectively use cultural assets. Hung also discussed proposals on the implementation of the national target programme on culture and the strategy for developing cultural industries of Vietnam by 2030, with a vision to 2045. He highlighted the building of a national index on cultural development, and the perfection of policies on culture for foreign service and development of human resources in the field of culture and arts.
