Quang Binh leads public administration performance index

The central province of Quang Binh has once again topped the Provincial Governance and Public Administration Performance Index (PAPI) for 2014 released recently by the Centre for Community Support Development Studies (CECODES).

Quang Binh province finished first with toprankings in five of the six dimensions including transparency,accountability, controlling corruption in the public sector, publicadministrative procedures and public service delivery. They receivedhigh praise for provincial people’s participation at the local level,the sixth dimension.

Ha Giang province settled at the bottom of the list with the lowest points in the overall dimensions.

The 2014 PAPI report was conducted by collecting opinions from over 13,500 residents nationwide.

Mostof the interviewees from Vinh Long, Long An and Binh Duong provincesaid that they received high-quality public administration services. Onthe contrary, people in Cao Bang, Ninh Thuan, Dien Bien and Quang Ngaireported poor services in their localities.

Started in 2009,the PAPI survey—jointly conducted by the United Nations DevelopmentProgramme (UNDP), CECODES and the Vietnam Fatherland Front—enablesparticipants to share their experience with governance and publicadministration performed by authorities at grassroots levels.-VNA
