Hanoi (VNA)🥂 – Prime Minister Pham Minh Chinh has issued a dispatch urging an acceleration of coastal road projects to meet national socio-economic development demands and the expectations of coastal communities.

Under Official Dispatch No. 131/CD-TTg dated August 11, 2025, the PM directed localities to treat the timely completion of the coastal road network as a key political task, allocating lawful resources to ensure progress. The goal should be reflected in the Resolutions of provincial Party congresses for the 2025–2030 term. Ho Chi Minh City, Hai Phong, Da Nang, Hue, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Vinh Long, Ca Mau, An Giang and other provinces and cities must instruct investors and contractors to review schedules, mobilise more machinery, and work in continuous shifts, including weekends and holidays. Technical measures should be adopted to shorten completion times, improve quality, and bring projects into operation at least three months ahead of schedule. Those slated for completion in 2025 must be finished by December 19. Localities are also required to prioritise medium-term public investment plans for 2026–2030 and other lawful funding sources to upgrade road sections that support local socio-economic growth. Preparations, especially for ODA projects, should be accelerated to commence construction, with the aim of completing the entire Quang Ninh–An Giang coastal route before 2030. The Ministry of Agriculture and Environment will coordinate with localities to resolve issues related to disposal sites, construction material supply, and other obstacles. The Ministry of Finance will lead efforts to balance capital sources for unprepared sections and assist with the preparation of ODA projects in the 2026–2030 period. Deputy Prime Minister Tran Hong Ha has been tasked with directly overseeing and addressing difficulties within his authority. According to the master plan, Vietnam’s coastal road network will span approximately 2,838 km, combining national highways and local roads. So far, 1,397 km have been completed and put into operation, 633 km are under construction, and 808 km are awaiting investment or in preparation. The country has already exceeded the Government’s 2025 target, set in Resolution No. 154/NQ-CP, of having more than 1,000 km of coastal roads./.
