PM: Land lease of special economic units to be adjusted
Prime Minister Nguyen Xuan Phuc has affirmed that all ideas on the land lease period crafted in the draft Law on Special Administrative-Economic Units of Van Don, Bac Van Phong and Phu Quoc will be considered, and reasonable adjustments will be made to meet people’s aspiration.

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc has affirmed thatall ideas on the land lease period crafted in the draft Law on SpecialAdministrative-Economic Units of Van Don, Bac Van Phong and Phu Quoc will beconsidered, and reasonable adjustments will be made to meet people’saspiration.
Speaking on the sidelines of the National Assembly (NA)’s fifth sessionon June 7, the PM stressed that the Government has listened to opinions fromintellectuals, citizens, NA deputies, experts and Overseas Vietnamesecommunity.
“We must be open to opinions to make necessary changes to the bill,ensuring the national development, creating a sustainable environment forinvestment, business and growth, and safeguarding the country’s independence,sovereignty and freedom as well as national interest,” said the PM.
He noted that the special administrative-economic units have beenapplied in many countries, including China and Japan, with some successful andsome unsuccessful.
The Government leader held that there were some misunderstandings about theland lease issue in the bill and clarified that the land lease will only be in acertain period with a strict process and be considered every year, not for anendless duration.
Meanwhile, investor structure will also be calculated carefully with aspecific ratio for each country, he said adding that it is unnecessary to worryabout the investment monopoly of investors from one country at the specialunits. “This will also be specified by the law to make a necessary legalenvironment,” said the PM.
“We have gathered people’s ideas and presented them to the NA fordiscussion, ensuring that people’s voice is heard. The NA will decide the theland lease period,” stated the PM.
He also highlighted the need to create a favourable institution andinvestment environment to enhance competitiveness, and underlined that ensuringnational interest is of utmost significance.
Recently, the regulation on land lease of 99 years in the draft Law onSpecial Administrative-Economic Units of Van Don, Bac Van Phong and Phu Quochas been a hot topic among the community.

A draft law on special administrative and economic zones has been adjusted based on feedback with the aim of creating a new development model that will bring breakthroughs to the zones.
The National Assembly’s Standing Committee discussed a draft Law on Special Administrative Economic Units on April 16 with a focus on preferential policies to attract investment.
