PM demands thorough consideration of public feedback on draft revised Land Law
Prime Minister Pham Minh Chinh on April 10 asked relevant agencies to take in the most of people’s opinions to ensure the draft revised Land Law matches the reality, with interests of the State, people, and businesses harmonised.

Hanoi (VNA) – Prime MinisterPham Minh Chinh on April 10 asked relevant agencies to take in the most of people’sopinions to ensure the draft revised Land Law matches the reality, with interestsof the State, people, and businesses harmonised.
He made the request while addressing theGovernment’s law-building session which looked into the collectionof the public feedback on the draft revised Land Law and the NA StandingCommittee’s opinions about the draft revised Law on Housing.
As of April 8, there were more than12 million opinions on the draft revised Land Law, mostly on compensation, assistancefor resettlement, land handover, land leasing, changes of land use purposes, andland planning, according to the Ministry of Natural Resources and Environment.
Government members scrutinised somemajor issues of public concern and debatable ones, including cases of land revocationfor socio-economic development, compensation and resettlement assistance inrevocation cases, land handover and leasing, and land prices.
Regarding the NA Standing Committee’scomments on the draft revised Housing Law, they discussed the regulations onthe apartment ownership duration, the right to use land with housing owned byforeigners, land use for commercial housing development, the social housingpolicy, and housing for members of armed forces.

PM Chinh said the draft revised LandLaw includes many difficult, complex, and sensitive contents that havewidespread influence, so it is necessary to be extremely prudent and absorb themost of people’s opinions to ensure the draft matches the reality and does notoverlap or contrast with specialised laws.
Adjustments to the draft mustmaximise land resources to serve development; guarantee harmonious interests ofthe State, people, and enterprises; increase power decentralisation andresource allocation; clearly regulate the scope of power of each level ofauthorities and each sector; boost examination, supervision, and control ofpower; and minimise administrative procedures to facilitate people and enterprises’access to land, he demanded.
Meanwhile, he asked officials toanalyse both the strong and weak points of draft amendments to the Housing Law andclarify the Government’s viewpoint on the chosen plan.

Representatives from organisations as well as experts and scientists gave their opinions on the draft Land Law (revised) during a conference held in Hanoi on February 21.
Overseas Vietnamese in the Czech Republic actively contributed their ideas to the draft Land Law (revised) at a conference held on March 2 in both online and in-person formats.
National Assembly Chairman Vuong Dinh Hue, and Nguyen Xuan Thang, President of the Ho Chi Minh National Academy of Politics (HCMA), co-chaired a seminar contributing ideas to the draft Land Law (amended) in Hanoi on March 4.
The collection of public opinions on the draft revised Land Law has received warm response from the public, with many looking into specific articles and contents of the draft law., National Assembly Chairman Vuong Dinh Hue noted while chairing a working session on the work in Hanoi on March 9.

The Chairman stressed the need for stricter fiscal discipline, faster digital transformation, and more efficient management of State budget revenues and expenditures.
