Foreigners will enjoy value-added tax (VAT) refunds at more bordergates when they exit from Vietnam starting July 1, following approval byPrime Minister Nguyen Tan Dung.
In his document, No806/TTg-KTTK issued on May 30, the Prime Minister agreed to increase thenumber of border gates accepting VAT refunds from two to seven. Theyinclude the four international airports of Noi Bai in Hanoi, Tan SonNhat in Ho Chi Minh City, Da Nang in Da Nang city and Cam Ranh in KhanhHoa province. Three international harbours are also on the list,including Khanh Hoi in HCM City, Da Nang in Da Nang city and Nha Trangin Khanh Hoa province.
The new regulation is in accordance withthe Government's decree No 209-2013/ND-CP regulating that foreigners andVietnamese residing in foreign countries and possessing passports orvisas which are issued by foreign competent agencies, shall be refundedfor goods purchased in Vietnam and taken along upon exit.
In2012, a pilot VAT refund scheme for foreigners and overseas Vietnamesepassing through the country's two largest airports of Noi Bai in Hanoiand Tan Son Nhat in HCM City started on July 1. Four VAT stations andtwo checking stations in the two airports were set up as part of thescheme. So far, there have been 69 enterprises joining in the pilotprogramme, along with 268 shops nationwide.
After two years, thescheme has received positive results as the number of foreignersenjoying VAT refunds, as well as the refunds, have reportedly increased.
According to statistic from the Vietnam Customs, as of Februarythis year, there had been more than 8,600 people receiving the VATrefund. The total value of goods has been reported up to 425 billion VND(over 20.2 million USD), equivalent to 32.9 billion VND (1.6 millionUSD) of VAT refunds. Of those, more than 8,000 cases were refunded inHCM City, with the total value of goods up to 390 billion VND (18.5million USD), equivalent to 30billion VND (1.4 million USD) of VATrefunds.-VNA
