Paris forum brings Dien Bien Phu victory into focus

The April 5 event was chaired byhistorian Alain Ruscio, L’Humanite newspaper reporter in Vietnam from1978-1980, and former French Ambassador to Vietnam Claude Blanchemaison.
Atthe forum, Ruscio analysed the historical background of the Dien BienPhu Campaign and highlighted the role of General Giap in the triumph,which marked a turning point in the struggle for independence anddecolonisation around the globe in the 20th century.
He saiddespite its predominance in troop strength and weaponry, the French armywas still defeated since it undervalued the Vietnamese people who weredetermined to safeguard their country’s independence and freedom.
Recallinghis meetings with General Giap, Blanchemaison described him as a plainman who loved French literary works and the values of the FrenchRevolution in 1789.
At the function, participants also underlinedthe role of other Vietnamese officials such as Le Duc Tho and NguyenThi Binh who made great contributions to the signing of the 1973 ParisAccords, ending the US war and restoring peace in Vietnam.
They also talked about the post-war development of the country and the growing partnership between Vietnam and France.-VNA
According to the Central Committee of the Vietnam Red Cross Society (VRC), this year’s campaign provided long-term aid for 3,785 individuals and organisations. Support included houses, clean water systems, school meal facilities, books, and livelihood assistance, with a total value of more than 118 billion VND.
The programmes have brought about positive changes to rural infrastructure, comprehensively improved the material and spiritual lives of farmers, and contributed to Vietnam's economic restructuring, said PM Pham Minh Chinh.

The programme on sustainable poverty reduction has achieved its annual targets for reducing the poverty rate as assigned by the National Assembly and the Government. It has fulfilled five specific objectives and five five-year goals, and met nine out of 12 indicators related to addressing basic social service shortages.

At a review conference held on June 21, Deputy Minister of Construction Nguyen Van Sinh praised the province’s scientific, coordinated, and flexible approach.
