National conference focuses on personnel work

A national conference to discuss personnel work began in HCM City on August 20.
A national conference to discuss the implemen☂tation of the Politburo conclusion on renovating personnel work began in HCM City on August 20 in the p💯resence of Party General Secretary Nguyen Phu Trong.

In his opening speech, To Huy Rua, Politburo member, Secretary of the Communist Party of Vietnam♉ Central Committee (CPVCC) and Head of the CPVCC’s Commission for Organisation, said that the conference will also discuss work to be done promptly in Party building, to help bring the resolution of the 4 th meeting of the 11 th Party Central Committee to life as soon as possible.

After mentioning the outcomes, Rua pointed to shortcomings and weaknesses in personnel planning and rotation and put forward six solution groups to promote the work, in parallel with renewing other phase🔜s of personnel work to further improve the quality of personnel assessments.

He also suggested that the conference should thoroughly work on measures to realise the policies and guidelines on personnel work raised in the CPVCC’s resolution and thePolitburo conclusion, as well as comment on draft amendments andsupplements to regulations on personnel planning and rotation.

When speaking at the conference, Trong emphasised the pressing need for personnel planning, especially for those in leadership and management.

In the past,personnel planning has had many shortcomings and limitations, so itneeds fine tuning to make it more effective, he said, explaining thatplanning means identifying and training sources of promising personnel to prepare for a sufficient conti🌠ngent of proficient cadres for future.

Rotating is seen as a comprehensive training measure for leading and managerial offꦆicials, especially🅺 those at central and strategic levels, he added.

The Party General Secretary stressed that personnel work must be implemented using the principle of centralised democracy, as it is a complex issue.It is directly related to people, their psychology, morality, dignity and feelings as well as the assessment, use, commendation and punishment of cadr🤪es.
He asked for the defence of democracy and the promotion of a 🍌sense of responsibility, especially that held by offices’ top leaders, in carrying 💛out the work.

The Party leader stated that the whole Party leads personnel work and directly manages the personnel staff while promoting the role of organisations🧔 in the political system in the job.

During the implementation process, it is necessary to promote decentralisation, assign and closely coordinate Party agencies and other bodies in the political system, promote the role of State agencies and political and social organisations and supervise🦩, and examine personnel management work, he said.

The two-day conference will focus its discussions on drawing up standards for cadres’ titles and cadre assessment criteria, based on the work efficiency and credibility given by cadres, Party members and people.

The conference will also deba🌌te the regulations for annual votes of confidence in people holding leadership posts in the Party, State, Fatherland Fron꧟t and mass organisations.

Regulations on the competence and responsibility of leaders in cadre assessments, planning, movements and appointments will also be tabled for discuss🍷ion.-VNA
