NA to postpone consideration of special economic unit bill
The National Assembly will not review the draft law on special administrative economic units at the sixth National Assembly session in October to have more time for consolidating the bill.

Hanoi (VNA) – The National Assembly will notreview the draft law on special administrative economic units at the sixthNational Assembly session in October to have more time for consolidating thebill.
According to the NA Office, the NA will hold off onvoting on the draft law until the next meeting of the legislative body in Maynext year so more time will be spent on collecting feedback from voters andexperts on the law.
During debates, NA deputies had very different opinionsabout the bill while people, voters and experts have also shared various viewson the issue, said NA General Secretary and Chairman of the NA Office NguyenHanh Phuc at a press briefing in Hanoi August 24.
Authorities have studied special economic zones in othercountries for reference but there are many different views about it so the NAdecided to delay the voting for further research, he noted.
The process of collecting feedback has already been putin place by the Government, Phuc added.
Thedraft Law on Special Administrative – Economic Units of Van Don, Bac Van Phongand Phu Quoc has been built thoroughly to institutionalise the Party’sresolutions and the Constitution 2013 and create a legal foundation for theconstruction of the three aforesaid economic zones.
Thebill had been deliberated at the fourth sitting of the 14th National Assembly (October2017).
Atthe fifth session in May 2018, deputies, scientists, economists, experts andconstituents had actively contributed their opinions to the draft law.
OnJune 11, the NA had agreed to postpone the consideration and adoption of thebill until the sixth session of the parliament later this year, instead of inthe fifth session.-VNA
The Government and the National Assembly Standing Committee have agreed to ask the legislature to delay the adoption of the draft Law on special administrative-economic units to have more time for research and completion.
The National Assembly has approved a proposal of the NA Standing Committee on postponing the debate and adoption of the draft Law on Special Administrative and Economic Units of Van Don, Bac Van Phong, and Phu Quoc.
The draft law on special administrative-economic units was built with the aim of creating breakthroughs and new development momentum for the economy and capitalizing on advantages of localities, said Foreign Ministry Spokeswoman Le Thi Thu Hang.
