NA deputies discuss socio-economic development in ethnic minority regions

National Assembly (NA) deputies heard a proposal and a verification report on the national target programme on socio-economic development in ethnic minority-inhabited and mountainous areas for 2021-2030, during the on-going ninth session of the 14th NA on the morning of May 28.

Hanoi (VNA) -
National Assembly (NA) deputies heard a proposal and a verificationreport on the national target programme on socio-economic development in ethnicminority-inhabited and mountainous areas for 2021-2030, during the on-going ninth sessionof the 14th NA on the morning of May 28.

The report notedthat the programme is to contribute to rapidly and sustainably spurring socio-economicdevelopment in such regions.

It is also tofulfill targets on national defence and security, foreign affairs, environmentalprotection, and building a strong political system at the grassroots level.

Under theprogramme, socio-economic infrastructure in these regions will have improved bythe end of 2025 and the pressing issues faced by ethnic minority anddisadvantaged groups been addressed, with more than 16,100 householdstargeted for inclusion.

Every effort willbe made to create ways to earn a living and stabilise the lives of ethnic minority groupsin 382 border communes and to raise average annual per capita income among thesegroups by more than two times as compared to 2020.

The annual rate ofpoor households in these regions is projected to fall by more than 3 percent.

By 2030, average annualper capita income among these groups is to be half of the national figure, whilethe poverty rate is to fall to less than 10 percent. Seventy percent of ethnicminority-inhabited and mountainous communes will be recognised as new-stylerural areas.

The Governmentestimates total funding for the programme at more than 137 trillion VND (5.8billion USD) for 2021-2025 and 134 trillion VND for 2026-2030.

Given the huge sumsinvolved, lawmakers suggested prioritising the livelihoods and living standardsof ethnic minority groups and essential infrastructure while preparing a feasibilityproject for the programme.

During programme implementation,attention should be paid to preserving traditional cultures in these regions,they said.

Do Van Chien, Headof the NA Committee for Ethnic Minority Affairs, explained that the programmeis divided into 10 projects.

During the draftingof the feasibility project, the Government will assign tasks in specificprojects to ministries and agencies, he added./.
