Minister underlines efforts to streamline state apparatus

Hanoi (VNA) – Minister of Home Affairs Le VinhTan reiterated the resolve to streamline the state apparatus when a✨nsweringquestions raised by National Assembly deputies on the matter during theQuestion-and-Answer session on October 30.
Admitting that the pace of streamlining is still slow, theminister said his ministry encounters difficulties in issuing guidance documentsfor the work.
The Ministry of Home Affairs (MoHA) is assigned to revis🌞e,adjust and supplement four laws related to reshuffling the state apparatu𓂃s,which are the Law on Organisation of the Government, the Law on Organisation ofLocal Administration, the Law on Cadres and Civil Servants, and the Law on PublicEmployees, along with relevant legal documents.
According to Minister Tan, the MoHA has submitted to thePolitburo draft plans on the framework of agencies, administrative units at provincialand district levels, criteria and conditions for establishing administrativeunits with minimum population. He said after the Politburo and the Government approve andissue decrees on professional agencies at provincial and district level, theMoHA will start work on streamlining the state apparatus. Regarding the administrative procedure reform, the ministersaid the MoHA has proposed many solutions to accelerate the reform, such asgiving more responsibility to head of state agencies in inspection work, and promotethe role of the Prime Minister’s working team, ministers and chairmen ofprovincial People’s Committee. Minister Tan also noted the need to continue building andperfecting institutions, with a focus on institutions for thesocialist-oriented market economy, and solidifying the “one-stop” model. Asked about personnel work regarding ethnic minority groups,the Minister of Home Affairs reported that the Government has approved aproject on developing the contingent of ethnic minority cadres, civil servantsand public employees, which included the goal of having at least 5 percent of cadresat all levels in local administrations being ethnics.-VNA
