Mass mobilisation helps reinforce ties between Party, State, people: Party official

Hanoi (VNA) - Achievements in mass mobilisation work recorded over the last fiveyears have contributed significantly to enhancing the close ties between theParty, the State, and the people, a Party official said at a conference inHanoi on December 31.

Such resultshave also helped consolidate great national unity, carry forward the strengthof the people in national construction and defence, and raise public trust inthe Party and the State, Tran Quoc Vuong, permanent member of the Party CentralCommittee’s Secretariat, told the conference reviewing mass mobilisation work duringthe 12th tenure of the Party Central Committee.

Vuong attributedthe achievements to the involvement of the entire political system, saying theyhave played an important role in socio-economic development, ensuring nationaldefence, security and external affairs, improving people’s living standards,meeting the legitimate and legal rights of the people, building a pure, strongParty and political system, and fighting corruption and wastefulness.

The fatherlandfront and socio-political organisations have revamped their operationalmethods, promoted democracy, and engaged in supervision and criticism, thuscontributing to Party and authority building, he went on.

Vuong suggestedbuilding an action programme to implement the resolution to be adopted at the13th National Party Congress and stressed the need to create changesin the mindset and sense of responsibility among all-level Party Committees andthe entire political system.

The people’s lives,satisfaction, and trust must be the crucial criteria in assessing the qualityof the apparatus and officials and Party members, he said.

“All guidelinesand policies of the Party and the State must stem from the people’s legitimateinterests and wishes,” he stressed, adding that residents should be encouragedto participate in the implementation of guidelines and policies in the mosteffective fashion.

Nguyen HongLinh, deputy head of the Party Central Committee’s Commission for MassMobilisation, also emphasised the work’s significance in intensifying public consensusand trust in the Party.

Due attentionhas been paid to mass mobilisation among ethnic minority groups, religiousfollowers, and overseas Vietnamese, he said, adding that the sector hasactively grasped the situation, minimising the appearance of “hot spots” in securityand safety.

People-to-people diplomacy in combination with mass mobilisation in borderareas has also received much attention, helping to firmly protect nationalborder sovereignty and forge solidarity, friendship, and cooperation for mutualdevelopment with people of foreign countries.

Linh, however, alsopointed to limitations in the work, such as low awareness among certain PartyCommittees and organisations about mass mobilisation, saying they have yet to gaina high sense of responsibility in this regard.

A number oflocalities have yet to place importance on public feedback during the issuanceof policies and regulations, according to the official.

It is necessaryto further raise the sense of responsibility and step up coordination in massmobilisation in order to improve the efficiency of the work in the 2016-2021period, Linh suggested.

He proposed thatmajor mobilisation tasks include effectively devising and implementing the above-mentionedaction plan for 2021-2026, reforming communications work, and promoting theresponsibility of the political system, especially State administrativeagencies, among others./.
