Localities asked to clarify causes of weaknesses in complaint settlement
Prime Minister Nguyen Xuan Phuc has asked leaders of ministries, sectors and localities to pinpoint the causes of weaknesses in dealing with complaints, especially cases involving a large number of people, particularly problems on the part of officials in charge of the work and weaknesses in State management.

Hanoi (VNA) –Prime Minister Nguyen Xuan Phuc has asked leaders of ministries, sectors andlocalities to pinpoint the causes of weaknesses in dealing with complaints,especially cases involving a large number of people, particularly problems onthe part of officials in charge of the work and weaknesses in State management.
He made the request ata meeting on dealing with complaints and petitions in Hanoi on May 19.
The PM recognisedefforts of localities in settling complaints and denunciations over the pastyears. But he pointed out that there remain many petitions involving largenumbers of people as well as complaints that bypass the usual procedure, whichis the reason the Government convened the meeting.
Stressing thesubjective cause, the Government leader said that management agencies and localgovernments must review their performance to see whether they have fulfilledtheir responsibility towards citizens.
“In particularly,Secretaries of Party Committees and heads of provincial People’s Committeesmust question themselves whether they have spent adequate time and efforts to handleeach specific complaint,” PM Phuc said.
Highlighting thesignificance of meeting and making dialogues with citizens, the PM said that keepingclose connection with the people should become part of the working culture ofleaders and officials of local governments.
He requested alllocalities to report on whether they have held weekly meetings as required toreview the settlement of people’s complaints as well as regular meetings withlocals.
At the same time, thePM also stressed the need to handle those who incite people to commitactivities breaking the law.
Noting that a majorityof complaints related to land compensation and ground clearance (95 percent),the PM said that economic development should bring about adequate benefit tothe people. Sustainable development will not be reached if the problem is notsolved, he added.
The PM also requiredthat when residents of a locality bypass local authorities to file complaints toauthorities at higher level, the Chairman of the People’s Committee andSecretary of Party Committee of that locality must hold dialogue with the complainants.-VNA
