Hanoi (VNA) – TheNational Assembly (NA) will discuss four draft laws at the ongoing 8th sitting of the 14th NA on November 15.
Lawmakers will listen to proposals and reports assessing the revised Law onInvestment and revised Law on Enterprises, then discuss the bills in groups inthe morning.
According to a report presented by the NA Law Committee at the 38th meeting of the NA Standing Committee, amendments to the investment law focus onprinciples to apply the investment law, relevant laws and internationaltreaties, sectors banned from business investment, conditional businesssectors, preferential treatment and support for investment, capitalcontribution, and procedures to grant and revoke investment licenses, amongothers.
The amendment aims to legalise the Party’s policy, ensure the comprehensivenessof the legal system while removing bottlenecks of the law enforcement. The moveis expected to help improve the country’s business climate, reduceadministrative procedures, better business governance, and protect benefits ofshareholders, thus boosting the development of local enterprises and householdbusinesses.
Meanwhile, rights of shareholders, voting preferred shares, issuance of stocks,and household businesses are the focus of the amendments to the Law onEnterprises.
Proposals and reports assessing the revise Law on Promulgation of LegalDocuments will be delivered to the lawmakers in the afternoon. They will then discussthe amended contents, including mechanisms to ensure the Party’s leadership inbuilding and issuing legal documents, and responsibilities and coordination ofcompetent agencies in revision of law projects, decrees and resolutions.
After examination, the NA Law Committee suggested adding the establishment of aprogramme to build laws and decrees and a drafting committee of bills anddecrees, and specific regulations to handle several cases arising from existinglaws and decrees to meet the Government’s requirements, among others.
The amended Law on Youths will be also on the table in the afternoon session.The revised law aims to concretise the Party’s policies on youth affairs, aswell as create a legal framework so that the youth can promote their contributionsto the national protection and development.
The amended contents comprise rights and responsibilities of the youth, State’spolicy for the youth, and responsibilities of state-owned agencies for theyouth./.
The National Assembly will spend the entire day on November 13 to examine the implementation of policies and laws on fire prevention and fighting during the period from 2014 to 2018.
The programme to eliminate temporary and dilapidated houses has achieved notable results, with nearly 263,000 housing units addressed to date, including 225,000 houses inaugurated and 38,000 under construction. Thirty-eight provinces and cities across the nation have already fulfilled their targets.
Stronger efforts and determination are required to achieve and surpass the set targets, especially in the eradication of makeshift and dilapidated houses nationwide, the acceleration of public investment disbursement, and the implementation of nationally important transport projects, PM Pham Minh Chinh noted.
The trip will be made at the invitations of Chinese Premier Li Qiang and WEF President and CEO Børge Brende, according to an announcement from the Ministry of Foreign Affairs.
