Hanoi (VNA) – The costume worn by judge🅷s should be black robes to deliver the most comprehensive and profound image of the court and be in conformity with international practice.

Nguyen Hoa Binh, Chief Justice of the Supreme People’s Court, submitted the proposal to the Standing Committee of the 13th National Assembly (NA) at its 47th session that opened in Hanoi on April 25. Most of the members of the NA’s Committee for Judicial Affairs agreed with the Chief Justice, elaborating that judges implement the judicial right and, on behalf of the State, pronounce sentence and make decisions regarding the rights and interests of individuals, agencies and organisations.
Their costume at court must show formality while being in accordance with international norms. At present, the costume of judges during trials is still similar to that of other agencies and organisations, the justice committee members noted. They said the design detail of the costume should be decided by the NA Standing Committee instead of the Chief Justice. At the 47th session’s opening meeting, the NA Standing Committee also scrutinised the issuance of a resolution on the benefits and other conditions ensuring the activities of People’s Council members. NA Vice Chairman Uong Chu Luu said under the 2013 Constitution and the Law on organisation of local government, the role of the People’s Councils is enhanced to promote the effect of the State-power bodies at local levels.
It is unreasonable if the benefits and working conditions for People’s Council members are still the same as 10 years ago. Hence, amendments are necessary, he added. After discussing relevant issues, the NA Standing Committee approved a draft resolution on the problem. In the afternoon of April 25, the committee is set to look into the outcomes of the 11th and also the last session of the 13th parliament, and the preparation for the first session of the 14th NA, which will be elected on May 22. It will also thrash out the appointment of Vietnamese ambassadors to some countries for the 2016 – 2019 tenure.
Draft resolutions on the classification of administrative divisions will also come under consideration at the 47th session.-VNA
