Health Minister Nguyen Quoc Trieu and Japanese Ambassador to VietnamMitsuo Sakaba signed a diplomatic note to this effect in Hanoi onFebruary 5. The project is part of the Japanese government’snon-refundable aid programme for Vietnam.
