Increase in public investment disbursement expedites transport projects

Thanks to the Ministry of Transport’s higher disbursement rate, which has eclipsed the national average, a series of North-South expressway projects have met or exceeded set plans and are ahead of schedule, according to the ministry’s report.

Hanoi (VNA) – Thanks to the Ministry of Transport’s higher disbursement rate, which has eclipsed the national average, a series of North-South expressway projects have met or exceeded set plans and are ahead of schedule, according to the ministry’s report.

Disbursement at 60% of plan

At the Ministry’s conference reviewing Q3 work and deploying Q4 in Hanoi on October 11, Uong Viet Dung, Chief of the ministry’s Office, said that the disbursement of public investment capital has seen positive growth in the past nine months.

The ministry had by the end of September disbursed 43.188 trillion VND in the total capital of 71.288 trillion VND (2.8 billion USD) assigned by the Prime Minister, reaching 60% of the plan.

"The disbursement rate is equivalent to the same period last year and higher than the average disbursement rate of the country (the national average of nine-month disbursement is 47%)," said Dung.

💦 According to a previous report of the ministry’ Department of Planning and Investment, the disbursement value in January – September focuses mainly on North-South Expressway projects with a value of nearly 24.3 trillion VND, accounting for 56% of the disbursement value of the entire Ministry of Transport.

ODA projects disbursed 2.623 trillion VND, or 51% of the plan. Other domestic projects disbursed nearly 13 trillion VND, or 58% of the plan. In the reviewed period, the ministry started work on seven road projects and a project upgrading the Khe Net Pass railway.

A series of projects finish 3 – 6 months ahead of schedule

At the conference, a report from the Construction Investment Management Department showed that the National Assembly Standing Committee has to date passed a Resolution adjusting the policy of changing the use of forests, forest land and rice cultivation land for projects on North-South expressway’s eastern wing for the 2021-2025 period.

On the other hand, site clearance for key projects and material sources for projects have been actively implemented by localities, while the sea sand mine in the Mekong Delta Province of Soc Trang was put into operation on June 30, adding material sources for projects in the southern region.

♌ "Currently, the majority of construction projects are meeting set plans, many projects have been reviewed and registered to shorten the plan by 3 - 6 months," a leader of the Department of Construction Investment Management added.

Specifically, on the North-South Expressway’s eastern wing under construction for the 2021 – 2025 period, there are six component projects striving to be completed by next April 30. They are the Bai Vot-Ham Nghi motorway, Ham Nghi-Vung Ang, Vung Ang-Bung, Bung-Van Ninh, Van Ninh-Cam Lo, and Van Phong-Nha Trang sections of roadway. There are three component projects targeting completion on September 30, 2025, namely Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh, Chi Thanh-Van Phong expressways.

For the component project of the Quang Ngai-Hoai Nhon section only, there is a 3.2km long tunnel scheduled to be completed in 2026, but the contractor, Deo Ca Group, has studied technical solutions to finish in 2025.

🐷 In addition to projects with positive progress, the leader of the Construction Investment Management Department pointed out a number of projects whose progress has not met requirements due to problems with land and materials. These include the component project 2 Bien Hoa-Vung Tau expressway, Khanh Hoa-Buon Ma Thuot expressway, and the North-South expressway project’s Can Tho-Ca Mau section./.
