Hanoi (VNA) - Prime Minister NguyenXuan Phuc has promulgated a government overall programme on practicing thriftand preventing wastefulness in 2017.
The programme will be implemented in all spheresin line with the Law on Thrift Practice and Wastefulness Prevention.
Accordingly, the Government will tightenfinancial-state budget disciplines; ensure economical and effective spending ofState budget in conformity with estimates approved by the National Assembly;and practise thrift right from the stages of making, allocating, and deliveringState budget estimates for ministries, agencies and units.
Ministries, agencies and units must thoroughly saveregular expenses to create financial sources for salary reform, while reducingunnecessary meetings and large-scale festivals using the State budget, and strivingto save at least 12 percent of expenditures for such activities.
Ministries, agencies and units are requested to eliminateground-breaking and inaugural ceremonies for basic construction projects,excluding national important and group A projects and those have significancein terms of economics, politics, culture and society.
Regarding the management and use of land,working offices, public buildings and properties, the PM ordered restrictionson the purchase of cars (except for special purpose vehicles), and expensiveequipment.
The PM also requested amendments to theGovernment’s Decision No. 32/2015/QD-TTg on the management and use of cars instate agencies, public non-productive units and State-owned single-memberlimited liability companies, towards providing a certain monthly sum for thoseentitled to use public cars to cover their travelling costs.
According to the programme, in 2017, ministries,agencies and units must continue implementing strictly the Government’sregulations on reducing the number of public servants by 1.5 – 2 percent asassigned in 2015.-VNA
