Found legal bottlenecks must be solved to avoid hindering development: Party leader

Hanoi (VNA) – Party General Secretary To Lam, who is head of the central steering committee for perfecting institutions and laws, chaired its thematic meeting on August 5, during which he stressed that all legal bottlenecks that have been identified must be addressed early and thoroughly to prevent them from hindering development.

General Secretary Lam urged the Party Committees of the National Assembly (NA) and the Government to direct the inclusion of 25 out of 47 laws into the 2025 law-making agenda of the NA for approval at the upcoming 10th session of the 15th legislature, in order to promptly solve legal-related obstacles.

He recommended the Party Committee of the Government to continue directing efforts to complete the review process, ensuring accurate identification of solutions to 834 difficulties and obstacles out of a total of 2,092 collected petitions and reports.

The leader also requested the Party Committee of the Ministry of Home Affairs to work with the Party Committee of the Ministry of Justice in the development and finalisation of a thematic report reviewing and proposing solutions to remove legal obstacles related to decentralisation, delegation of authority, and clarification of responsibilities within the administrative system, particularly concerning the two-tier local administration.

The Party chief highlighted of the importance of identifying the building and improvement of the legal and institutional framework, as well as the inspection and supervision of law enforcement, as a central, consistent, and regular task of ministries and agencies. Heads of ministries and ministerial-level agencies must directly lead and instruct the law-making process and take primary responsibility for the quality of laws and policies within their respective sectors, he noted.

According to the top leader, the steering committee generally agreed with the identification of goals, viewpoints, and orientations for developing a policy and legal framework on mobilising and unlocking financial resources for economic development, as presented in the report by the Party Committee of the Ministry of Finance.

He requested the Party Committee of the Government to direct the Party Committee of the Ministry of Finance to continue studying and proposing specific solutions, particularly to urgently revise, supplement, and issue new relevant legal documents to complete a consistent, feasible, and practical legal framework.

This framework should align with market rules while ensuring the State’s role in guiding, orienting, supervising, and facilitating the effective mobilisation of all resources to create breakthrough momentum and support the goal of achieving double-digit economic growth in the 2026–2030 period, he added.

The General Secretary also urged the Party Committee of the Government to direct the Party Committee of the Ministry of Agriculture and Environment to coordinate with relevant agencies for the study and comprehensive assessment of the current difficulties and obstacles in the field of land management to identify general, fundamental, and concerted solutions, including major viewpoints and orientations for revising and supplementing the Land Law and other related laws.

Agreeing with the draft outline of the project on improving the structure of Vietnam’s legal system to meet the requirements of national development in the new era, prepared by the Party Committee of the Ministry of Justice, the Party chief emphasised that the outcomes of the project must aim to propose the most comprehensive, modern, and rational overall structure for the legal system, which encompasses emerging sectors and areas arising from the impacts of the technological revolution and current development trends.

⛦ This will contribute to building a coherent, unified, transparent, and feasible legal system that fosters a favourable investment and business environment, safeguards the legitimate rights and interests of the people, and meets the development requirements of the country in the coming period, he said./.
