The Ministry of Home Affairs announced the 2012 results of the publicadministration reform index (PAR INDEX 2012), on which Hanoi received82.79 percent.
Among the 19 provinces and cities with indexesover 80 percent, Da Nang ranked first with 87.14 percent, followed bythe southern provinces of Ba Ria – Vung Tau (86.14 percent), Ho Chi MinhCity (83.83 percent), Dong Thap (83.44 percent), and An Giang (83.25percent). Northern Quang Ninh province ranked 19th with 80.21 percent.
Thirty-threeprovinces saw rather good results (between 70 percent and 80 percent),including the northern provinces of Vinh Phuc, Phu Tho, Thai Nguyen andBac Ninh, the central province of Ha Tinh, and the southern provinces ofLong An, Ben Tre, Tra Vinh and Tien Giang.
The moderate group(67.68 to 70 percent) consisted of five provinces: Binh Phuoc in thesouth, Kon Tum in the Central Highlands and Hung Yen, Tuyen Quang andHoa Binh in the north.
Finally, six northern provinces performedpoorly (62.58 to 67.68 percent) including Bac Kan, Lai Chau, Ha Giang,Son La, Cao Bang and Dien Bien.
In terms of ministries andministerial - level agencies, the Ministry of Justice topped the listwith 82.47 percent, followed by the Ministry of Transport, the Ministryof Agriculture and Rural Development, and the Ministry of Industry andTrade, with indexes ranging from 80.58 percent to 81.18 percent.
TheHealth Ministry was at the bottom of the ministerial-level publicadministration reform index with 64.78 percent. Other poorly performingagencies included the Ministry of Labour, Invalids and Social Affairs,with 67.06 percent; the Committee for Ethnic Minority Affairs, 67.19percent; and the Ministry of Natural Resources and Environment, 69.75percent.
"The index is an important foundation for ministriesand localities to assess their strong and weak points in order toimprove administrative reforms in the upcoming years," Nguyen Thai Binh,Minister of Home Affairs, told An Ninh Do thi (Security and Cities).
However,because this is the first time the ministry has implemented the PARINDEX, agencies are still facing difficulties in planning andimplementing the evaluation. Databases concerning public administrativereforms are insufficient and some ministries are late in submittingreports, while many self-evaluations are not in accordance withinstructions from the Ministry of Home Affairs. Documents to check theresults are also inadequate.
"This year was determined to be ayear of institutional reforms, so building a professional public affairssystem is important," said Nguyen Si Dung, Vice Chair of the NationalAssembly Office.
He suggested that civil servants from the levelof deputy ministry down should be selected through examinations andoverall satisfaction with state-owned agencies being be evaluated viathe Internet.
"The criteria for evaluating a director of atransport department is the congestion situation of the province hemanages, not the way he satisfies others," he added.-VNA
