Hanoi(VNA) – The 13th National Congress of the Communist Party of Vietnam (CPV),which officially opened in Hanoi on January 26, has received many messages ofcongratulations from around the globe.
They came frompolitical parties and international organisations and friends, who allexpressed their friendship and cooperative feelings toward the Party, State andpeople of Vietnam, demonstrating their deep interest in the Congress.
As of January 22, theCongress had received 215 congratulatory messages from 105 parties, fourregional and international organisations, 76 friendship organisations, 15diplomatic corps and 15 individuals from 79 countries.
The well-wishers includedthe Lao People's Revolutionary Party, the Communist Party of China, the CambodianPeople's Party, the Communist Party of Cuba and the Workers' Party of Korea ofthe Democratic People’s Republic of Korea.
Twenty-five messageswere from Asian and Oceanian countries, while 33 came from European nations, 31from Americans, and 11 from the Middle East and Africa.
Meanwhile, 76 messageswere from political, friendship and mass organisations, diplomatic missions inVietnam, and leaders and former leaders of many countries.
They serve as a sourceof great encouragement for Vietnam’s “Doi moi” (Renewal) process initiated andled by the Party, and vivid proof of the deepening friendship between the CPVand political parties, organisations and friends worldwide./.
The official website of the Communist Party of the Russian Federation (KPRF) on January 22 published the full letter of congratulations of its leader Gennady Ziuganov to the 13th National Congress of the Communist Party of Vietnam (CPV).
The 13th National Congress of the Communist Party of Vietnam holds the great historical responsibility for the Fatherland, people and nation not only in the next five years, but also in the following decades and for future generations, said Politburo member, Prime Minister Nguyen Xuan Phuc.

Long spoke highly of the dynamic, positive, and comprehensive development of Vietnam – Russia relations in recent years. He affirmed that the Vietnamese Party and State place great importance on further strengthening the comprehensive strategic partnership with Russia in a substantive and effective manner, in line with the development needs of both nations.
At the conference, participants reported that the Government has so far issued 28 decrees on the delegation of responsibilities and powers between the central Government and two-tier local administrations. Several localities have already piloted the new governance model.

Under the official dispatch signed on June 20, ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees are requested to concentrate efforts on implementing core measures to ensure the smooth operations of the new administrative framework.

NA Chairman Tran Thanh Man stressed the need to accelerate the application of artificial intelligence and smart teaching equipment, innovate teaching and assessment methods, and further improve the quality of formal education.
