ASEAN to set up statistics system committee

ASEAN agreed to establish a common statistics system committee in 2011 as the top regional authority in policy making and coordination at a two-day meeting that closed in Hanoi on December 9.
ASEAN agreed to establish a commonstatistics system committee in 2011 as the top regional authority inpolicy making and coordination at a two-day meeting that closed inHanoi on December 9.

The move, which isconsidered a step forward in the grouping’s roadmap to found an ASEANCommunity Statistics System (ACSS) by 2015, highlights the importantcontent of a 13-point ASEAN statement on statistics cooperation releasedat the closing session.

The ACSS will consist ofstatistics office heads in 10 ASEAN member countries and head of theASEAN Secretariat statistics office (ASEANstats), which will beresponsible for providing high quality, on time ASEAN statistical data.The statistics data base is required to coalesce policy, standards andstatistics systems in an effort to upgrade members’ statisticsinfrastructure, develop human resources and strengthen institutionalcapacity.

The event, officially called the 11thASEAN Heads of Statistics Offices Meeting (AHSOM-11), also emphasised aneed to materialise the ASEAN Framework of Cooperation in Statistics inthe 2010-15 period, build relevant mechanisms and tools to ensure theACSS becomes operational by 2015 and complete an ASEAN statisticsdevelopment strategy by mid-2011.

The Minister ofPlanning and Investment, Vo Hong Phuc, pledged Vietnam’s strongsupport for current operations related to the ASEAN community statisticsprogramme.

Phuc said ASEAN members should workout concrete steps in every year to effectively implement the ASEANFramework of Cooperation in Statistics, the progress of which should beassessed by regional statistics office heads at their annual meetings(AHSOM).

He added that reports to AHSOM shouldinclude progress reports from members on implementing relevantcommitments in the year and concrete plans for the following year.

The AHSOM-11 agreed on Vietnam’s initiative in assigning thecountry which holds the ASEAN presidency with the role of AHSOM chairfrom 2012 in order to make it easy for the AHSOM chair to fulfil itsjob.

AHSOM-12 will take place in Indonesia in November, 2011, under the chair of the Indonesian statistics office./.
